Overview

Stablecoins are attracting increasing attention as a potential settlement asset for digital financial markets, complementing wholesale CBDCs and tokenised deposits, with regulatory frameworks developing rapidly across major jurisdictions. Recent developments in the US, Hong Kong and Europe illustrate differing approaches to the regulation and use of stablecoins, with potentially significant implications for institutional adoption and the development of digital capital markets.

Against this backdrop, ICMA will bring together legal, regulatory and banking perspectives from the US, Asia and Europe to explore the evolving stablecoin regulatory landscape and what it means in practice for DLT-based global fixed income markets. The discussion will consider how regulation may enable or constrain the use of stablecoins, as well as the challenges created by differing regulatory and legal frameworks across jurisdictions.

The webinar will explore:

  • Regulatory developments and market impact, including developments in the US, Hong Kong and Europe and their implications for digital fixed income markets and institutional adoption.
  • How stablecoins can meet the needs of stakeholders, including what threats and opportunities they present to the market.
  • Cross-border harmonisation, including the impact of divergent regulatory regimes on issuers, reserve structures, distribution and international market activity, and what this means for global market participants.
  • The choice of digital settlement asset, comparing stablecoins with tokenised bank deposits and central bank digital currencies and considering how these different forms of digital money may coexist in capital markets.
  • Commercial law, insolvency and repo, including the legal rights attached to stablecoins, creditor rights, netting treatment and considerations for stablecoin-based repo transactions.
  • Prudential and wider regulatory treatment, including questions around the treatment of stablecoins for capital, margin and custody purposes.
